Known for her meticulous attention to detail, fairness, and unwavering commitment, Mrs. Skebong has been a mentor, leader, and inspiration for generations of students and staff alike.
Honoring Caroline S. Skebong
Caroline Sumang Skebong was recognized as the longest-serving board member of the Palau National Scholarship Board, having dedicated her service from January 1988 to July 2024. She began her board membership during the Salii Administration and, over the decades, became a pillar of consistency, integrity, and accountability.

Mrs. Skebong’s personal story deeply shaped her commitment to education. As a young woman with younger siblings, she made the selfless decision to give up a college scholarship so she could help support her family. Despite this sacrifice, she never stopped learning. Through distance learning and correspondence schools, she earned multiple certificates entirely through her own initiative. Because of this experience, she consistently encouraged students to appreciate the opportunities before them and to persevere until they completed their college education.
Throughout her 36 plus years of service, Mrs. Skebong took her responsibilities as a board member very seriously. She rarely missed a scheduled board meeting or official function. She was known for being straightforward, fair, unbiased, firm, meticulous, and unwaveringly “by the book.” She expected nothing less than 100 percent accuracy. While this level of precision could be challenging, especially for new staff, it ultimately became an invaluable source of learning and professional growth says Coordinator Oiph.
Affectionately known as the “Attendance Police,” Mrs. Skebong never hesitated to remind fellow board member s of their responsibilities. She firmly believed that serving on the board was a serious commitment and was not afraid to hold others accountable, always in the interest of good governance.
Another fitting nickname was “the Microscope.” Nothing escaped her attention. In screening committees, she was often the last to review applications and documents, as she could always be relied upon to catch details others might miss. She patiently and thoroughly reviewed every document and maintained meticulous records throughout her years of service.
PNSB Chairperson Joseph Anastacio recognized Mrs. Skebong for her diligent work, her exceptional longevity, and her continued active participation throughout her tenure. New board members benefited greatly from her experience, discipline, and example.
Coordinator Chur Oiph shared that Caroline Sumang Skebong brought immense value to both the Scholarship Board and the Scholarship Office. She was a remarkable mentor and leader, and a generous woman who genuinely cared for the staff and the students the Board served.
