Detective Lt. Virginia Umayam is earning regional recognition as she represents Palau at key international policing forums, strengthening community-based policing and contributing to regional efforts to combat human trafficking and transnational crime.

Koror, Palau (December 12, 2025) — The Ministry of Justice has recognized Detective Lt. Virginia Umayam for representing Palau at multiple regional law enforcement forums aimed at strengthening community policing and addressing transnational crime, highlighting her growing leadership within Pacific policing.

Umayam took part in the Bali Process Technical Experts Group on Returns and Reintegration and the Working Group on Trafficking in Persons meetings in Manila, Philippines, held from Dec. 1 to 5, 2025.

Umayam, a senior officer with the Bureau of Public Safety, participated in the Community Policing Program for Pacific Island Countries held in Japan from Nov. 3 to 23, 2025. The program brought together law enforcement officers from across the Pacific to share best practices and strengthen cooperation on community-based policing approaches designed to improve public safety and resilience in island communities.

Officials said Umayam’s participation contributed to deeper collaboration among Pacific law enforcement agencies and reinforced Palau’s commitment to policing strategies that emphasize trust, engagement and local partnerships.

Following the Japan program, Umayam was also nominated to take part in the Bali Process Technical Experts Group on Returns and Reintegration and the Working Group on Trafficking in Persons meetings in Manila, Philippines, held from Dec. 1 to 5, 2025.

Her involvement in the Manila meetings placed her among regional experts addressing complex cross-border issues, including human trafficking, safe return procedures and the reintegration of victims and migrants. The Ministry said her selection reflects increasing confidence in her professional expertise and leadership, particularly in tackling transnational challenges affecting Pacific nations.
