Members of the 12th Ngchesar State Council took part in a Legislative Strengthening Clinic on December 18, aimed at enhancing legislative capacity, constitutional understanding, and effective governance at the state level. The clinic, led by the Bureau of Domestic Affairs in collaboration with the House of Delegates, forms part of a broader effort to strengthen local governance across Palau.

Koror, Palau – Today, December 18, 2025, the Bureau of Domestic Affairs, Ministry of State, in collaboration with the House of Delegates of the 12th Olbiil Era Kelulau, successfully conducted a Legislative Strengthening Clinic for the members of the 12th Ngchesar State Council. Held at the Ministry of State Conference Room in Meyuns, the Clinic served as a critical platform to enhance the legislative capacity and constitutional awareness of the 12th Ngchesar State Council.

The Clinic opened with remarks from the Honorable Gustav N. Aitaro, Minister of State, who emphasized the Clinic’s role in fostering smooth political transitions and ensuring alignment between national and state governance systems. Minister Aitaro highlighted and reaffirmed the Ministry of State’s steadfast commitment to local governance strengthening.

The clinic provided participants the opportunity to engage in a comprehensive presentation and discussion on legislative processes, constitutional mandates, and the duties of officers within the   Ngchesar   State   Council.

Through open dialogue with legislative experts, the council members explored the importance of technicalities of motions, voting procedures, record keeping, and the process by which bills, and resolutions are introduced, numbered, and enacted into law.

This initiative is part of the Local Governance    Strengthening    Program(LGSP), established in the Bureau of Domestic Affairs, Ministry of State. The program aims to empower local communities and leadership by providing technical information and practical support to ensure well-informed decision-making at all levels of government.
