KOROR, Palau (April 2, 2026) — A petition is circulating among voters in Ngchesar State seeking to recall Delegate Rebecca Ngirmechaet, according to a reliable source from the state.
The petition reportedly calls for Ngirmechaet’s removal not for misconduct, but for allegedly “speaking harshly” on the House floor and failing to “get along” with fellow delegates.
A Ngchesar voter, who requested anonymity citing fear of repercussions, said he was approached to sign the petition and alleged the effort is being led by former House Speaker Sabino Anastacio.
Under Article IX, Section 17 of the Palau Constitution, a recall petition must include the member’s name, state the grounds for recall, and be signed by at least 25% of voters who participated in the most recent election for that seat. If sufficient signatures are gathered, a special recall election must be held within 60 days. Removal requires a majority vote, and the vacancy would then be filled through a special election. A recall may only be attempted once per term and is not permitted during the first year of a member’s first term.
Ngirmechaet confirmed she has heard about the petition.
“The people of Ngchesar have the right to choose their leaders, and this is one way they can do that,” she said. “One of the promises I made when I ran for this office was to ensure the completion of the paving of Ngchesar road. I am pleased that the project has started and the work is ongoing as we speak. I will continue to serve the people of Ngchesar until they decide to choose another.”
In the most recent general election, 270 ballots were cast out of 594 registered voters in Ngchesar. The petition would require at least 68 valid signatures to trigger a recall vote. A simple majority in the special election would determine the outcome.
