Palau is moving toward a more secure digital future. The U.S. Trade and Development Agency has announced that the Palau National Communications Corp. (PNCC) has selected trusted vendors — including three U.S. technology firms — to build the country’s first nationwide 4G/5G standalone network. The project marks the Pacific Islands’ first commercial Open RAN deployment and is expected to be fully operational by early 2027, positioning Palau as a regional model for secure telecommunications infrastructure.
KOROR, 25 FEBRUARY 2026 (PACIFIC ISLAND TIMES) — The U.S Trade and Development Agency announced that Palau’s national telecommunications provider, the Palau National Communications Corp., has selected trusted vendors, including three U.S suppliers, to provide technology for a secure nationwide 4G/5G mobile network, based on the results of USTDA-funded technical assistance.
Deploying these technologies will modernise and expand Palau’s network while securing it against high-risk technology providers, according to a statement posted on the U.S Embassy in Koror.
The project is the first commercial deployment of Open Radio Access Network equipment in the Pacific Islands and will act as a model for other islands to replicate.
Companies selected include Texas-based Dell Technologies; Massachusetts-based GroundHog Technologies; and California-based LotusFlare, Inc.
“This project will transform connectivity in Palau through a secure, resilient 4G/5G standalone network with nationwide coverage,” said Simon Fraser, CEO of PNCC.
“But this is not just about infrastructure – this is about connecting people to opportunity, services, and each other, strengthening Palau’s economy and ensuring all communities across the country can fully participate in Palau’s digital future,” he added.
The network is under construction and expected to be fully operational by the end of Q1 2027. Designed for future expansion and multi-tenancy, it also enables Palau’s infrastructure to support other Pacific Island nations, lowering barriers to entry to trusted and secure 5G Standalone infrastructure and accelerating regional connectivity transformation.”
“This network represents the first Open RAN deployment in the Pacific – a major step forward for trusted telecommunications infrastructure in the region, a press statement from the Department of State said.
“This critical technology will enhance secure 4G and 5G connectivity, improve digital supply chain resilience, and create new business opportunities for American companies,” it added.
The department said the Quad partnered with Palau on the landmark initiative.
“The United States, together with Quad partners Australia, India, and Japan, has pledged approximately USD $20 million to support secure, trusted, and resilient telecommunications infrastructure in Palau.
