The Bureau of Domestic Affairs, Ministry of State is mandated by 6 PNC and by Executive Order No. 452 to post and publish laws and regulations for public viewing, and to raise public awareness through dissemination of all government activities and issues through various media outlets.

Governance Clinic for the Office of the Governor & Legislature:

Angaur , Airai, Kayangel, Melekeok, Ngardmau, & Peleliu States

Koror, Palau – The Bureau of Domestic Affairs successfully concluded a three-day “Governance Clinic for the Office of the Governor & Legislature” held from April 15–17, 2025, at the West Plaza Hotel Lebuu Street, as part of the Local Governance Strengthening Program

The three-day Clinic brought together Executive and Legislative leaders and key staff from the participating states of Angaur, Airai, Kayangel, Melekeok, Ngardmau, and Peleliu to enhance institutional coordination and capacity during the political transition following recent general and special elections for each respective state. Over the course of the Clinic, participants engaged in in-depth discussions focused on improving understanding and application of formal and operational systems that define the relationship between state and national governments. Discussions covered essential topics including, planning, budgeting, public infrastructure, utilities, permitting processes, and systems for monitoring implementation of public services.

Delivered through the Local Governance Strengthening Program, the Clinic provided both awareness and capacity support to the Office of the Governor and the Office of the Legislature at the state level. National government agencies operating at the core of these functions—along with oversight and regulatory bodies—played a central role in the clinics, providing technical guidance and helping to define how operational and formal systems connect the state and national levels. Emphasis was placed on enhancing cooperation and drawing from synergies across government systems to ensure more effective and responsive governance.

The Local Governance Strengthening Program continues to be a cornerstone effort to drive for effective, inclusive, and responsive governance. As part of its ongoing mission, LGSP will continue working with state and national stakeholders to institutionalize best practices and promote cohesive development planning and public service delivery.
