In a significant move to bolster its presence in the Pacific, the U.S. congressional negotiators have unveiled a bill that would fund key government operations for the remainder of the fiscal year. Central to this appropriations package is the commitment to the Compacts of Free Association (COFA), a pivotal agreement signed last year.
Under the COFA, Palau, along with Micronesia and the Marshall Islands, is set to receive $7 billion in economic aid over the next two decades. This assistance comes with reciprocal defense support from the United States and the authority to restrict China’s access to their vast territorial waters.
Palau, having been in a compact with the United States since 1994, stands to benefit significantly from this renewed commitment. Citizens from Palau, as well as Micronesia and the Marshall Islands, are granted the privilege to travel, live, and work in the United States as nonimmigrants.
The reintroduction of COFA funding into the bill followed advocacy from a bipartisan group of senators, who warned against the potential consequences of neglecting these alliances, particularly in light of China’s expanding presence in the region.
The call to support the COFA funding not only came from the Micronesian leaders but also members within the US Congress and allies across the region, Australia and Japan, urging US congress to support the COFA funding.
President Surangel Whipps Jr. said that it was teamwork, from Palau’s negotiators in the US, friends in congress and allies from across the region that resulted in the COFA funding bill reinstated in the US 2024 Appropriations bill.
As the bill faces a looming deadline, U.S. lawmakers are under pressure to avert a partial government shutdown. House Speaker Mike Johnson has signaled his intention to bring the compromise bill to a full house vote emphasizing the urgency of the situation.
