In the face of rising inflation and global economic challenges, Palau stands at a critical juncture. The last minimum wage increase legislation was passed in 2013. Meanwhile, inflation increased by more than 30% in just the last several years — this is before PGST was implemented and well beyond the additional 4% that came with the new tax system. Our current minimum wage of $3.50 per hour has, for years, been insufficient to promote economic stability or attract and retain the workforce Palau needs. It is imperative that we address this issue promptly and decisively.

COVID-19 and geopolitical conflicts, such as Russia’s war on Ukraine, have led to shortages in goods and increased fuel costs. These challenges have directly impacted economies around the world, including Palau. But these issues make it crucial for our minimum wage to keep up with world changes.

Currently, our low minimum wage has led to a talent drain. Many skilled individuals, both the young and those more experienced, are leaving Palau in search of better-paying opportunities abroad. We understand concerns about the potential impact on businesses. However, a gradual increase, coupled with targeted support for small businesses, can ease this transition.
