The Filipino Community in Palau (TFCP), the largest population of expat communities in Palau, is preparing for an election to determine its next president, with two seasoned leaders vying for the role. Tito Tuburan Cabunagan, a veteran of the power industry with decades of leadership experience, and Joel Muñoz, a dedicated community leader and current president of the Ilocano Chapter in Palau, are the primary contenders. Both candidates bring unique perspectives and priorities to the table, each aiming to address critical challenges and opportunities for the Filipino community in Palau.
Tito Tuburan Cabunagan: Experience Meets Strategic Focus

Cabunagan, who previously served as TFCP chairperson in 2012, 2014, and 2018, is running for TFCP President for the first time. Motivated by a desire to address organizational challenges, he brings extensive experience from his 43-year career in the power industry and his role as a Solar Plant Manager.
Key Priorities:
- Establishing a TFCP Office: Cabunagan’s primary goal is to set up a physical office to improve communication and provide a centralized hub for community concerns. “An office is crucial for emergencies and better communication with the community,” he explained.
- Retirement and Remittance Advocacy: He aims to negotiate with the Palauan Social Security system to address retirement benefit limitations for Filipino workers. Cabunagan also plans to push for adjustments to remittance taxes, ensuring Filipino workers have financial security after retirement.
- Enhancing Membership and Engagement: Cabunagan intends to hold regular general assemblies and strengthen the organization’s membership base. “Membership is important, and I want to make it easier for members to raise concerns,” he said.
Highlighting his qualifications, Cabunagan stated, “I won’t promise anything, but based on my experience, I know I can do the work.”
Joel Muñoz: Expanding Service and Unity

Joel Muñoz, who has been actively involved in community service through his leadership of the Ilocano Chapter, is running on a platform of inclusivity and social impact. He emphasizes helping not just Filipinos but also Palauans and other expatriate communities.
Key Priorities:
- Providing Community Assistance: Muñoz is committed to continuing his chapter’s legacy of helping those in need. This includes providing financial aid, as he did for a Bangladeshi worker injured in Airai and assisting Palauan families with manpower for projects.
- Promoting Unity Through Leadership: He believes that effective leadership is key to fostering greater unity and engagement. “I cannot promise 100 percent, but I will try my best to have more engagement,” Muñoz said.
- Launching Medical Missions: Muñoz plans to organize large-scale medical missions, including health checkups and eyeglasses distribution, to address the healthcare needs of the Filipino community.
“I want to run for the whole community—not only Filipinos but the Palauan community as well,” Muñoz shared, reflecting his vision for broader inclusivity.

As the election approaches, the Filipino community in Palau faces a pivotal decision between two experienced leaders. Cabunagan’s platform centers on establishing a TFCP office, addressing retirement challenges, and strengthening membership, while Muñoz prioritizes community assistance, unity, and expanding medical services.
