The Bureau of Domestic Affairs, Ministry of State is mandated by 6 PNC and by Executive Order No. 452 to post and publish laws and regulations for public viewing, and to raise public awareness through dissemination of all government activities and issues through various media outlets.
Airai, Palau – In a joint effort to foster civic awareness and constitutional understanding among the youth, a Governance Clinic for the Youth was held today, May 26, 2025, at Airai Elementary School, specifically engaging the school’s 7th and 8th grade students.
The clinic was organized by the Division of State & Community Affairs, Bureau of Domestic Affairs, in close partnership with Airai State Government and Airai Elementary School, through the Local Governance Strengthening Program.
During the clinic, students were introduced to the Airai State Constitution, gaining valuable insights into the foundational laws, rights, and responsibilities that guide their state government. The interactive session aimed to foster early civic literacy and encourage future engagement in democratic processes. In his remark, Honorable Norman Ngiratecheboet, Governor of Airai State, provided students with a brief history of the Government of Airai State, noting its role in shaping the state’s development and ensuring the well-being of its citizens.

“It is our responsibility to lead with integrity guided by the very constitution you are learning about today. And someday, it will be one of you standing in this role – because you, the youth, are the future.”, said Governor Ngiratecheboet.
The Governance Clinic featured a guided reading of the Airai State Constitution, and a Q&A session to ensure the students not only read but also comprehended the key principles embedded in constitution.
