Ngatpang, Palau – On May 28, 2025, the Youth of Ngatpang State gathered at the Ngatpang State Summer House in Mechebechubel for a Governance Clinic for the Youth focused on promoting constitutional awareness and civic responsibilities.

The Clinic was hosted by the Division of State & Community Affairs, Bureau of Domestic Affairs, in partnership with Ngatpang State Government and Ngatpang State Legislature. This initiative is a key component of the Local Governance Strengthening Program, which aims to empower youth to participate in local decision making and better understand their state government systems.

In attendance were the youth, parents, and distinguished state leaders including The Honorable Francesca R. Otong, Delegate of Ngatpang State of the 12th Olbiil Era Kelulau and Legislator Hera Subediang. The Clinic featured a guided reading of the Ngatpang State

Constitution, with discussions centered around the importance of understanding state governance and structures.

“I am proud of our Youth for choosing to read the Ngatpang State Constitution in Palauan. It shows a strong sense of identity and responsibility,” said Honorable Francesca R. Otong. “I strongly encourage the Legislature to ensure our Constitution is made available in our schools, to help our next generation understand and participate in our government.”

The Bureau of Domestic Affairs remains committed to strengthening engagement across all levels of the community and building a more informed, active, and inclusive democratic society.
