NGCHESAR, Palau (January 9, 2026) — Newly sworn-in council members of Ngchesar State on Wednesday elected Jackson “Olato” Doktok as governor during an installation session held at the Ngchesar state office, marking the formation of the state’s new government.

The council also elected Feliciano Watanabe as floor leader.
Two nominees were put forward for the governorship: Doktok, nominated by council member Hasinta Tabelual, and Sylvester Ngirkelau, nominated by council member Isikl Benjamin. A roll-call vote was held on Doktok’s nomination, resulting in 10 votes in favor and two abstentions.
Under council regulations, abstentions are counted as votes in favor, giving Doktok unanimous approval in the first round. As a result, Ngirkelau’s nomination was not considered.
The election of the floor leader also drew two nominations — Watanabe and Tabelual. That vote was conducted by secret ballot, with Watanabe securing the position by an 8-to-4 margin.
Speaking after his election, Doktok thanked fellow council members and called for unity.
“This job is complex and comes with big responsibilities, so I ask for your support, respect to each and all members, and most importantly I ask for unity,” Doktok said. He thanked Ngirakebou, Techetbos, Ngiracheruang and all elected members for their support.
Doktok also pointed to constitutional safeguards, noting that the council retains authority to reorganize leadership if necessary.
“Our constitution is very clear — if the governor becomes unable to fulfill his responsibilities, then the council can always reorganize and elect a new governor,” he said, asking members for continued patience and advice.
Ngchesar is the only state in Palau that operates under a parliamentary system of government. Its council consists of 17 members — eight traditional chiefs and nine elected members. While all members have voting authority, only elected members are eligible to serve as governor.
