Palau Launches 2026 Red Ribbon Campaign Under OMKAR Initiative

Koror, Palau — President Surangel S. Whipps Jr. has proclaimed January, February and March 2026 as the Red Ribbon Campaign period in Palau, launching a nationwide awareness effort under the OMKAR Initiative to promote mental wellness and prevent polysubstance use .

The proclamation emphasizes the importance of mental health as a cornerstone of individual, family and community well-being, noting that strong mental wellness builds resilience, hope and positive coping skills among children, youth and families .
Polysubstance use — defined as the use of more than one substance, including alcohol, tobacco, prescription medications and illicit drugs — poses serious risks to physical and mental health, safety and long-term community stability, the proclamation states. Early prevention, education and culturally responsive approaches are identified as proven strategies to reduce substance use, prevent addiction and support healthy decision-making .
The Red Ribbon Campaign, recognized as the nation’s longest-running drug prevention campaign, brings communities together to promote drug-free lifestyles and strengthen protective factors for youth and families. In Palau, the campaign will be carried out through the OMKAR Initiative, a holistic and community-driven framework focused on prevention and mental health promotion. OMKAR is also a Palauan word meaning “to heal”.
OMKAR, an acronym outlines five key pillars of the initiative: Outreach, Mental Wellness, Knowledge, Action, and Resilience. These principles emphasize engaging families, schools and communities through education and dialogue; promoting emotional well-being and help-seeking behaviors; increasing awareness of the risks of polysubstance use; encouraging healthy choices and community involvement; and strengthening cultural identity, family bonds and support systems .
The proclamation highlights collaboration among families, educators, health professionals, faith-based organizations, community leaders and youth as essential to building safe, healthy and drug-free communities across the country .
President Whipps called on residents, schools, organizations and community partners to promote mental health awareness, prevent polysubstance use through education and positive youth development, reduce stigma related to mental health and substance use disorders, and support prevention, recovery and resilience-building efforts for individuals and families .
Through the OMKAR Initiative, the proclamation reaffirms Palau’s commitment to healthy minds, strong families and resilient communities, with the goal of ensuring a safer and brighter future for all .
