Koror, Palau – Two significant proposals emerged from the fifth Council of Chiefs meeting hosted by the Koror State House of Traditional Leaders on December 8, 2023. The meeting focused on the role of traditional chiefs in modern Palauan society, and the proposals sought to strengthen and clarify their authority through legal means.

The first proposal aims to establish a legal framework for adjudicating traditional titles, granting chiefs final authority in determining rightful titleholders. This measure seeks to address ongoing disputes and ensure the continuity of traditional leadership.

The second proposal calls for the creation of a Special National Commission to enforce Article XIII, Section 10 of the Palau National Constitution. This article mandates the return of public lands to their rightful owners, a process that has been slow and fraught with challenges. The proposed commission aims to expedite the land return process and ensure justice for those whose land was wrongfully taken.

The meeting, which was held in the traditional Bai style, was attended by hamlet chiefs, members of the Palau Society of Historians, and spouses of traditional chiefs. It was marked by a solemn and respectful atmosphere, reflecting the importance of the issues being discussed.

The proposals the Koror State House of Traditional Leaders put forward represent a significant step toward defining the role of traditional chiefs in contemporary Palau. By establishing legal authority and ensuring the return of public lands, these measures aim to strengthen the traditional chiefs role in modern society.
