October 9, 2017 (Koror, Palau) Office of the Attorney General filed a charge of Murder in Second Degree against Kozo Seichi on October 6th for the death of Yan Li, a 48 year old Chinese woman who was found dead at her home in Ngetkedam, Ngerbeched on Thursday October 5th.

Kozo Seichi was arraigned and pled not guilty to the charge of Murder in the Second Degree.  His bail was set at $25,000 dollar cash or $50,000 surety bond and was sent back to Koror jail.

According to police affidavit Detective Sgt. Harvey Takeshi, Detective Sgt. John Gabriel and Detective Sgt. Ellington Tengoll responded to a call at 3:40am at Ngerbeched on October 5. They found a woman unresponsive in her bedroom and called ambulance.

Officers retrieved a CCTV camera and they were able to identify Kozo Seichi on the camera walking on the south side of the house.

Seichi was found and brought in to questioning.  He confirmed that the person in the video was himself and that he broke into the house to look for money.  The woman woke up and started screaming and he choked the victim until she passed out.

Initial report suspected rape but according to the affidavit, no rape occurred.

The Murder in the Second Degree charge is a felony charge punishable with life imprisonment with possibility of parole and optional fine of up to $50,000. [/restrict]
