The National Security Coordinator Office (NSCO) reported that it included at least 12 high-profile deportations and entry denials to the undesirable alien list between January and June 2025.
According to a June 24 NSCO feedback report obtained by Island Times, high-profile individuals added to the Undesirable Alien list included Cary Yan and Gina Zhou, Chinese-born RMI nationals convicted of bribery in New York.
Also included was Wang Shuiming, who is listed on an INTERPOL Red Notice and linked to Singapore’s $2.2 billion money laundering case. He was later arrested in Montenegro.
The list also included Xiaoli Chen and Yanli Zhu, categorized by NSCO as long-term undesirable Chinese residents, and Malek George Victor. NSCO stated that Victor entered Palau using a “fantasy diplomatic passport” to conduct business unrelated to his role as Honorary Consul to Monaco.
Others added to the list include:
Zhengrong Zhang, owner of the Belmond Hotel and other businesses allegedly linked to organized crime.
Daming Pan, owner of multiple businesses allegedly linked to organized crime.
Ji Haimei and Shu Jinewi, Slovak citizens who own EU Investment Inc., which was found to be associated with criminal activities dating back to 2019.
Ginna Mukunghoa Choi, an FSM citizen and longtime Palau resident allegedly part of an Asian drug syndicate.
Cui Linbo, a longtime businessman allegedly linked to criminal activities.
The undesirable alien list includes foreign nationals whose entry permits have been denied or revoked by presidential order for reasons deemed in the country’s best interests. The list has been in existence since 2016.
NSCO said that between January and June, 160 additional names were added to the list. As of April, the list contained over 500 individuals.
Through a presidential directive, NSCO has been authorized to conduct thorough vetting of all visa and labor-related applications. The scope of the directive includes business, dependent, foreign government, government employee, investor, missionary, resident, student, temporary, and work visas, as well as tourist visa extensions.
