KOROR, Palau — Minister of Public Infrastructure and Industries Charles Obichang has assured that the new correctional and rehabilitation facility will be completed within a year, addressing growing safety concerns tied to overcrowding at the existing jail.
Obichang’s statement comes amid heightened anxiety following the escape of three inmates over two days earlier this month. The incidents stretched the Bureau of Public Safety’s resources and raised alarms among residents.
Public Safety Director Curtis Elobt said the overcrowded conditions at the Koror jail contributed to the recent jailbreaks. He also noted concerns about the ability to keep juvenile inmates safe and separated from the adult population — an ongoing challenge due to limited space.
Obichang said the remaining work at the new facility includes electrical installation, tiling, and other finishing touches. Once complete, the new facility is expected to ease the burden on the existing correctional system.
Initially funded through local appropriations, the project later received support from Taiwan following a request by President Surangel Whipps Jr., Obichang said. Taiwan was initially hesitant to fund a jail facility, but President Whipps clarified that the project was a rehabilitation center, not a traditional jail.
