KOROR, Palau (March 27, 2026) — The Palau National Congress has scheduled a joint session for April 23 to receive President Surangel S. Whipps Jr.’s annual State of the Republic Address, as required under the Constitution.
A Senate joint resolution, adopted by the Senate and concurred by the House of Delegates of the Twelfth Olbiil Era Kelulau, calls for the session to convene at 10 a.m. in the Senate Chambers.
The resolution cites Article VIII, Section 13 of the Constitution of the Republic of Palau, which mandates that the president deliver an annual report to the legislature on the progress of the administration.
Certified copies of the resolution will be transmitted to President Whipps, Chief Justice Oldiais Ngirkelau, the Council of Chiefs, Senate President Hokkons Baules and House Speaker Gibson Kanai.
