Koror, Palau — October 28, 2024 — The Pacific Judicial Council has inaugurated the 2024 Environmental Law & Science Conference, gathering prominent judges, legal experts, scientists, and policymakers from across the Pacific region at the Ngarachamayong Cultural Center in Koror, Palau. This four-day conference, from October 28-31, will spotlight emerging issues and innovations in environmental law, marine pollution, and climate science impacting Pacific Island nations.
Opening remarks were given by Chief Justice Robert J. Torres of the Supreme Court of Guam, President of the Pacific Judicial Council, and Chief Justice Oldiais Ngiraikelau of the Palau Supreme Court. In his keynote, Palau President Surangel S. Whipps, Jr. underscored the urgency of collaborative environmental policy as the region faces intensified climate challenges.
One highlight of the conference agenda includes “Persuasion and Decision-making in Complex Cases,” presented by Hon. Michael Mosman, Senior District Judge from Oregon. Dr. Bob Richmond and Sherry P. Broder, Esq. will address international marine pollution laws and conventions, and Dr. Yimnang Golbuu will lead an introductory session on climate science.
Further sessions will explore the relationship between climate science and judicial rulings. “Climate Science and the Courts,” led by Hon. M. Margaret McKeown, Senior Circuit Judge of the U.S. Court of Appeals for the Ninth Circuit, will delve into international legal developments and court decisions related to climate.
Additionally, Lt. Governor of Guam Joshua Tenorio will present an update on the environmental implications of Guam’s ongoing military buildup and other regional challenges.
The conference will close with discussions on land use, island sustainability, and indigenous practices in environmental preservation.
