Palau is bidding farewell to two prominent envoys as Japan’s Ambassador Orikasa Hiroyuki and Taiwan’s Ambassador Jessica C. Lee conclude their terms. Both diplomats leave behind a legacy of strengthened partnerships, expanded cooperation and national recognition for their contributions.

KOROR, Palau — Two of Palau’s most recognized envoys — Japan’s Ambassador H.E. Orikasa Hiroyuki and Taiwan’s Ambassador H.E. Jessica Chienyi Lee — are concluding their diplomatic postings after years of service that strengthened bilateral ties and advanced development cooperation.

Japan’s Ambassador Orikasa Hiroyuki bids farewell after completing his three-year term in Palau, strengthening the bilateral relationship between Japan and Palau.

Ambassador Orikasa, who assumed his post in October 2022, will complete his three-year term on Thursday. According to the Embassy of Japan, his last day in office was Dec. 5, though he will remain in title until his departure on Dec. 11.

In a farewell address, Orikasa highlighted milestones in Japan–Palau relations, outlining 13 shared priorities he described as serving “not only the national interest of Japan and Palau but also the peace and stability of the entire Pacific.”

He emphasized Japan’s commitment to concrete cooperation, saying, “As I always say, Japan is not a NATO member; it is not the country of ‘No Action Talk Only.’ Therefore, daily mutual support, committed actions by Japanese, especially approximately 280 Japanese residents in Palau, and effective donor coordination together with the USA, the Republic of China (Taiwan), Australia and development organizations which have residential offices in Palau are essential for us to accomplish our common goals.”

Orikasa’s diplomatic career spans multiple postings, including Deputy Chief of Mission at Japan’s embassies in Fiji (2007–2009) and Papua New Guinea (2014–2015). The embassy confirmed he will “officially retire after completing his post as ambassador to Palau.”

Taiwan’s Ambassador Jessica C. Lee will also end her tenure next month. Appointed on Oct. 13, 2021, she is scheduled to conclude her assignment on Jan. 10. In a statement, the Taiwan Embassy said Lee “elevated bilateral relations through her work and dedication for the past four years and will continue to foster the bilateral relationship in the coming years.”

Before her assignment in Palau, Lee served in several key roles in the Pacific region, including as Representative of the Taipei Trade Office in Fiji and as Deputy Director General at the Taipei Economic and Cultural Office in Hawaii. After her Palau posting, she will become President of Taiwan’s Institute of Diplomacy and International Affairs.

The Olbiil Era Kelulau passed resolutions honoring both ambassadors for their contributions and acknowledging the ongoing partnerships with their respective governments.
