The Bureau of Agriculture (BOA) under the Ministry of Agriculture, Fisheries and Environment (MAFE) is on a mission to triple local food production by 2030, and they’re pulling out all the stops to achieve it. Minister Steven Victor recently highlighted this ambitious goal during a media tour of the BOA’s facilities.
Laying the Foundation for Growth:

Before ramping up production, the BOA thoroughly assessed past initiatives to identify successful strategies and avoid repeating past mistakes. This critical step ensured the sustainability of future programs. Tools and equipment, technical expertise, seedling production centers, food and feed processing facilities, and slaughterhouses were strategically placed across Palau to support crop and livestock production.
Empowering Farmers:
One key focus is empowering farmers. The BOA provides women’s groups with initial funding and seedlings through projects like the Taro Seedling Project, funded by the Asian Development Bank. Additionally, farmers have access to affordable equipment rentals, including farm tillers, wood shredders, and even tractors. To further increase efficiency, BOA is partnering with the Palau Livestock Association to address challenges faced by livestock producers.
Beyond Production: Processing and Marketing:
The BOA recognizes that production alone isn’t enough. They’re actively developing processing and marketing initiatives to ensure farmers have a reliable market for their produce. The Ngchesar BOA center already houses a taro flour processing facility, and plans are in place to privatize similar operations in the future. Additionally, BOA is collaborating with Tupaia, a software company, to create an online marketplace app specifically for local producers. This app will not only connect farmers with buyers but also open up opportunities for other players in the supply chain.
Focusing on Sustainability:
Sustainability is at the heart of the BOA’s strategy. They’re working with farmers to build capacity and scale up operations to commercial levels. By targeting assistance to farmers with proven growth potential, the BOA aims to maximize the impact of their resources. This targeted approach ensures that the benefits of local food production are spread throughout the community.
A Promising Future:
With a clear plan, comprehensive infrastructure, and a focus on empowering and supporting farmers, the BOA is well on its way to achieving its ambitious goal of tripling local food production by 2030. This promises greater food security for Palau and holds the potential for economic growth and a more resilient future for the nation.
