June 12, 2019 was a historic moment for the Palau International Coral Reef Center (PICRC).  President Tommy E. Remengesau Jr. signed a bill into law that changed the mandate of PICRC for the first time since its inception 20 years ago.

Statement by Dr. Yimnang Golbuu, CEO, PICRC further states, under the new law, the range of PICRC’s work has been extended beyond nearshore reefs to now include Palau’s Exclusive Economic Zone (EEZ).  More specifically, PICRC has been assigned the responsibility of administering the Palau National Marine Sanctuary (PNMS) by coordinating research, education, and outreach activities relating to the Sanctuary (80%) and the Domestic Fishing Zone (20%).

We are honored that the people of Palau through the Olbiil Era Kelulau and President Remengesau have entrusted PICRC with this immense responsibility.  Although this is a huge endeavor for the Center, we are confident that we will be able to move forward and successfully fulfill this new mandate.

Effective implementation of this added role is possible because of guidance from our board members; the passion and dedication of our staff; the strong collaborations with local and international partners; as well as the continued support from the people and the Government of Palau.

Over the coming weeks, we will be reaching out to various stakeholders and to our partners so that, together, we can discuss how best to ensure successful implementation of the PNMS Act, both for the Palau National Marine Sanctuary and for the Domestic Fishing Zone.

While there may be different ideas on the best ways to move forward with implementation, I also believe that we all share the same view that the PNMS was established to benefit the people of Palau – to benefit our local economy; to help ensure food security; and to ensure that financial benefits and livelihood opportunities will be realized by the people of Palau.

Moving forward, we ask for your ideas as well as your concerns.  Only together, will we be able to fulfill the mandate of the Palau National Marine Sanctuary Act – to attain long lasting conservation, ensure food security, and bring more economic benefits to the people of Palau.   (PR)
