President Surangel Whipps Jr. issued a proclamation honoring the late Associate Justice John Kyoshi Rechucher, recognizing his distinguished service and contributions to Palau. Presidential Proclamation No. 24-379 conveys the nation’s gratitude for Justice Rechucher’s legacy.

Born in 1947, Justice Rechucher was celebrated for his educational and professional achievements, which spanned decades of service to the people of Palau. He began his education at Ngardmau Elementary School, later attending Trust Territory Pacific Islands Central School and completing high school in Pohnpei.

Rechucher continued his studies in the United States, earning an Associate of Science degree in Accounting from Gabriel College and a Bachelor of Arts in Philosophy from California State University, Hayward, in 1971. He then obtained his Juris Doctor from the University of California, Hastings College of the Law, in 1974.

During his academic journey, Rechucher also dedicated time to the Palauan community, serving as a community group advisor with the Department of Education and working as a classroom teacher from 1966 to 1967.

After earning his law degree, Rechucher returned to Palau and joined the Office of the Attorney General, advancing from Attorney Level I to Level III between 1974 and 1979. He also served as Assistant Attorney General for the Trust Territory of the Pacific Islands, representing the Saipan District, Yap, and Palau from 1974 to 1978.

In 1979, Rechucher took on the role of legal counsel for the Judiciary Committee of the Constitutional Convention. His career included serving as Special Advisor to the Office of the President in 1981 and 1989. In 1993, he established the John Kyoshi Rechucher Law Firm.

Beyond his legal career, Rechucher held leadership roles in his home state of Ngardmau, serving as governor for two terms and as the high chief of Ngardmau Beoch from 2015 to 2016. In 2016, he was appointed Associate Justice of the Appellate Division of the Palau Supreme Court, a position he held until his passing on September 16, 2024.

Justice Rechucher is survived by his wife, Bessie Oleb Iyar, and their children, Medaliual “Dolly” Rechucher and Mereuir Rechucher, as well as his brother, Scott Rechucher, and numerous nieces and nephews.

In tribute to his service, flags are being flown at half-staff for five days, beginning October 14, 2024.
