Overview:

Former Peleliu Governor Jackson R. Ngiraingas has issued an open letter raising concerns over a proposed investment of Peleliu State’s $8 million in public funds with a private company. Ngiraingas questions the financial risks involved and calls for greater transparency, requesting detailed financial documents before any investment decision is made.

Dear Mr. John,

My name is Jackson R. Ngiraingas, a person of Peleliu and a registered voter and a former governor of Peleliu State.  I am also a traditional title bearer of the 4th clan of one of the five hamlets of Peleliu.  I am also one of the Plaintiffs in a civil case in Civil Action No. 26-077, which is pending in the Supreme Court of Palau.  That lawsuit involves violation of Peleliu State laws as well as the national laws, in which the current Governor Emais Roberts, Speaker of the 15th Peleliu State Legislature, Billy Rekemel, and Dominic Rekemesik, Chairman of Peleliu Public Lands Authority, with the exception of Governor Roberts, whose name will be added in the lawsuit later.  I also heard that you or your representatives will be in Peleliu tomorrow July 24, 2026, at 10am to try and convince the people of Peleliu to invest the $8 million dollars into your company ASC, a company  with only $1 billion dollars assets and specializing in 401k funding schemes.  I urge you to postpone the meeting in Peleliu and to discontinue your effort to try and extort the money owned by the people of Peleliu for the following reasons:

1.  Governor Emais Roberts is an educated physician doctor and does not have any education in financing, investments, nor economics degree to understand the current US and world economic volatility to make the right decision to invest the $8 million dollars into your company.

2.  Speaker Billy Rekemel education is as far as high school level in Palau

3.  Chairman Dominic Rekemesik is also a high school level in Palau

4.  None of the people of Peleliu you had meeting with last time or on Friday will have any clue as to what you and your company and Governor Roberts will be saying because all the people living in Peleliu have the same level of education as the speaker and the chairman.  Again, this is a advice and a warning to you and your company, not a threat.

5.  The current economic situation is volatile and investing into companies like ASC is a monumental risk now especially with the Peleliu people’s money of $8 million dollars liquid assets.

6.  As one of the citizens of Peleliu with a personal interest over the safety and investment direction of the $8 million dollars or any money owned by the people of Peleliu, I demand that you and your company ASC provide to me the following documents:

                  a.  Your Company’s current Balance Sheet

                  b.  ASC’s current total equity in detail spreadsheets

                  c.  ASC’s current liquid assets in detail spreadsheets

                  d.  ASC’s current liabilities in detail spreadsheets

                  e.  ASC’s total clients with similar investments with profit margin over the course of the investments in detail

7.  Unless you produce and submit the following information above with the timeframe of 15 working days from the date of this email, I urge you not to proceed with whatever intention you and your company and Governor Roberts have to the $8 million plus dollars including accrued interests, because I and the traditional chiefs of Peleliu will either file a separate lawsuit against you and ASC and Governor Roberts for fraud and for possible bribery.  Or amend the pending lawsuit and include you and your company ASC and Governor Roberts as defendants.

8.  I intend to help the people of Peleliu invest the $8 million dollars in one of the FDIC US banks in Palau and deploy the CDARS/IntraFi network to spread the $8 million dollars to ensure the fund is fully FDIC insured while earning up to 4.50% interest until the world and US economy is stable.  Right now, with the US current inflation rate at 3.5% across the board, the value of one US dollar is only 97.5 cents.  Not a good time to invest in companies like ASC because the risk is too high.
