Koror, Palau Rubekul Belau (Palau Council of Chiefs) will convene the 3rd Traditional Leaders’ Forum on August 13–14 under the theme “Omellemel a Ungil Ulekeroul ma Klechibelau: It Takes a Village to Raise a Child.” This national gathering calls on traditional leaders, government (state and national), educators, law enforcement, healthcare providers, faith-based organizations, Eldebechel (community groups), NGOs, youth, families, and the society to confront the growing crisis of illegal drug use in Palau.

The forum responds to widespread concern over the harmful effects of drugs on children, families, and society, especially as the issue increasingly affects younger age groups and disrupts homes, schools, and community stability.

Through open dialogue and multi-sectoral engagement, the forum will explore concrete solutions rooted in cultural values and collective responsibility. Sessions will cover prevention, enforcement, education, early intervention, and the revitalization of Palau’s tradition of collective care. The forum will conclude with the adoption of a Declaration for Action, charting a united path forward.

Key goals include:

  • Reinforce traditional leadership roles to address village challenges and restoring accountability
  • Amplify coordination among government agencies, community groups, and key sectors
  • Expand early intervention, youth engagement, and stewardship of the community
  • Promote policies and laws that respond to real needs and encourage shared responsibility
  • Build strong, lasting partnerships that promote resilience, healing, and accountability for all

Panel discussions will feature input from the Ministries of Justice, Education, and Health, as well as perspectives from Eldebechel, faith-based groups, educators, and youth advocates. Personal testimonies will underscore the urgent need for community-led care, connection, and accountability.

The forum will open with remarks from Paramount High Chief IBEDUL Alexander Merep and close with Paramount High Chief REKLAI Raphael B. Ngirmang. A keynote address will be delivered by Maderngebuked Tommy E. Remengesau Jr., former President of Palau and High Chief of Ngaraard.
