Escapee Recaptured

KOROR, Palau — Two individuals were arrested Sunday for attempting to smuggle methamphetamine into Koror Jail, with one suspect briefly escaping custody before being recaptured the same day.

Jennifer Rubeang and Olbiil Ngirailild were caught on Jan. 19, 2025, trying to deliver meth to an inmate, according to police. Authorities allege that Ngirailild initially attempted to deliver a package but was turned away. He later returned with Rubeang, who handed over a package intended for the inmate.

During inspection by the Department of Corrections (DOC), officers discovered a straw containing a crystalline substance concealed inside a lumpia. A field test confirmed the substance, weighing 0.047 grams, was methamphetamine.

Both suspects were detained and advised of their rights. While being escorted to the Division of Patrol, Ngirailild reportedly fled on foot, prompting a manhunt. He was apprehended later that day and returned to custody.

Rubeang faces five charges, including four felonies: Criminal Attempt of Promoting Prison Contraband in the First Degree, Criminal Conspiracy to Promote Prison Contraband in the First Degree, Possession of a Controlled Substance, and Conspiracy to Possess a Controlled Substance. She is also charged with a misdemeanor for possessing less than two ounces of marijuana.

Ngirailild faces five felony charges, including Criminal Attempt of Promoting Prison Contraband in the First Degree, Criminal Conspiracy to Promote Prison Contraband in the First Degree, Possession of a Controlled Substance, Conspiracy to Possess a Controlled Substance, and Escape in the Second Degree.

The DOC has heightened inspection protocols following a December shakedown that uncovered contraband, including 12 cellphones, 26 knives, methamphetamine straws, small ziplock bags, glass pipes, marijuana pipes, and other prohibited items.
