A Trailblazer in Disability Advocacy Named
2024 Most Impactful Person of the Year

KOROR, Palau – Villaney Remengesau has been named the Palau Media Council’s Most Impactful Person of the Year for 2024, recognized for her unwavering dedication to advocating for the rights and inclusion of persons with disabilities. Her leadership has been instrumental in driving transformative change, culminating in a landmark achievement for Palau’s disability rights movement.

On September 30, President Surangel Whipps Jr. signed Senate Bill No. 11-81 into law, enacting the Rights of Persons with Disabilities Act (RPPL 11-36). This historic legislation establishes a Coordinating Committee on Persons with Disabilities to develop a national disability policy and creates an Office of Persons with Disabilities to oversee its implementation. Notably, the law is funded entirely through local resources, highlighting Palau’s commitment to sustainable and self-reliant support for its disability community.

Remengesau played a pivotal role in shaping this legislation. Her tireless advocacy over the years united diverse stakeholders, built new partnerships, and accelerated the momentum of disability initiatives, including the development of Palau’s first National Disability Policy. Her leadership has inspired individuals and organizations across the nation to prioritize equity and inclusion, transforming Palau into a model of progress in disability rights.

“This achievement is a testament to decades of hard work and the collective voice of the disability community in Palau,” said Remengesau. “It’s not just my work—it’s the work of many who came before me and those who continue to advocate tirelessly for change.”

The law reflects more than three decades of advocacy in Palau, beginning with the establishment of OMEKESANG in the late 1990s. As a cornerstone of the disability movement, OMEKESANG amplified the voices of persons with disabilities and their families. Complementing these efforts, the Palau Severely Disabled Assistance Fund (PSDAF) has provided critical financial support to those with severe disabilities for over 22 years.

In recent years, Remengesau has built upon these foundations, driving transformative progress in disability advocacy. Other initiatives, such as the transition of the Palau Parents Network into Palau Parents Empowered and Palau’s commitment to the United Nations Convention on the Rights of Persons with Disabilities (CRPD), have further solidified the nation’s dedication to international inclusion standards.

As Remengesau celebrates this milestone, she pays tribute to the late Michael Ongalibang, a trailblazer in Palau’s disability movement whose legacy continues to inspire. She acknowledges his contributions as foundational to the progress Palau has achieved today.

The enactment of RPPL 11-36 marks a historic step forward, but it also signals the ongoing journey toward realizing a truly inclusive society. For her role in shaping this progress, Villaney Remengesau stands as a beacon of hope and inspiration, making her recognition as Most Impactful Person of the Year 2024 both fitting and well-deserved.
