KOROR, Palau — President Surangel S. Whipps Jr. has declared September through November 2025 as “Self-harm Prevention, Opioid Overdose Prevention, and Recovery Awareness Months,” urging citizens to stand together against stigma and support those affected.
In signing Presidential Proclamation No. 25-403 on Sept. 18, Whipps highlighted the importance of community strength, dignity and shared responsibility in addressing mental health and substance misuse. The proclamation emphasizes the grief and unanswered questions left by self-harm and acknowledges the growing challenges of opioid misuse and overdose.
Carrying the theme “Otil a Klengar. Life’s Anchor,” the initiative calls for compassion, open dialogue, education and prevention efforts nationwide. Whipps encouraged schools, organizations and community groups to take part in raising awareness, fostering resilience and affirming that recovery is possible.
The president’s message also honors those lost, supports families and communities and celebrates individuals in recovery, stressing that every life in Palau has value.
