TOKYO (Oct. 30, 2025) — “Our meetings in Tokyo reaffirm the deep and tokubetsu partnership between Palau and Japan,” President Surangel Whipps Jr. said this week, underscoring his government’s commitment to advancing sustainable development, economic resilience, and regional cooperation.

During his official visit to Japan, President Whipps met with two newly appointed Japanese cabinet ministers to discuss shared priorities in fisheries, finance, and renewable energy.

On Tuesday, Whipps met with Minister of Agriculture, Forestry and Fisheries Norikazu Suzuki to discuss the expansion of sustainable fishing areas and strategies for balancing marine production with ocean conservation. President Whipps shared findings from National Geographic studies supporting effective management of Palau’s entire maritime zone, saying the country’s protected 50-mile ring — representing 30 percent of its waters.

Both sides noted the importance of fisheries development in promoting food security, biodiversity, and economic diversification.

On Oct. 29, Whipps also held talks with Japan’s newly appointed Finance Minister Satsuki Katayama — the first woman to hold the post — focusing on financial cooperation and development initiatives. He expressed appreciation for Japan’s continued support of the Palau Savings Bond program, noting its success as a model of partnership to be presented at the upcoming Pacific Islands Forum.

Their discussion covered key issues including economic resilience, regional security, renewable energy, tourism — particularly the resumption of direct flights between Palau and Japan — fisheries port development, and opportunities in Ocean Thermal Energy Conversion (OTEC).
