Carter Yamanguchi, Marine Law Enforcement Police Lieutenant at the Division of Maritime Security and Fish & Wildlife Protection, has been accepted to JICA’s KCCP Training Program. He will be participating in the Maritime Law Enforcement training from June 30 to August 9, 2025.
This course is designed for Maritime Law Enforcement of Coast Guard and Naval Police Office to share Japanese practices in maritime law enforcement. Yamanguchi will learn comprehensive knowledge and techniques for maritime law enforcement through lectures visits, and practical experiences based on cooperation from Japan Coast Guard. The course includes lectures on international law/drag smuggling, an observation of the JCG air base, investigations of suspicious vessels, and
practical exercises of scientific criminal investigation, which are necessary to strengthen maritime law enforcement. In addition, this course is positioned in the Global Agenda “Transport” and is part of the JICA Cluster “Enhancement of Maritime Safety and Security”, which contributes for the strengthening of the capacity to ensure maritime safety, security, and environmental protection at
sea in the region.
There are 25 participants representing targeted countries from Argentina, Cambodia, Djibouti, Gabon, Indonesia, Mozambique, Nigeria, Palau, Papua New Guinea, Solomon, Tanzania, Tonga, Uruguay, and Vietnam.
