AIRAI, Palau — Airai State leadership has enacted its own Bul, a traditional ban enforced by traditional enforcers, and it went into effect last Sunday, December 5, 2024. The restrictions, endorsed by the Governor, Speaker, and state leaders, apply from midnight to 6:00 a.m. daily until further notice.
Citing increase in disturbances, criminal activities and public misconduct in Airai as reasons for the ban, Airai leadership with its traditional chiefs supported the Bul.
Techedib Kalistus Rexid of Airai explained that the decision was made in response to recent developments following the Bul enforced in Koror.
“Ever since the Bul in Koror was enacted by Rebekul ra Oreor, there have been robberies in Airai, and people that are not from Airai are hanging out in isolated places here, leaving their trash behind. We are seeing an influx in crimes because people are now coming to Airai. We, the chiefs, the government body of Airai State, and national authorities, including the Governor and Airai State Rangers, will work together to enforce and support the Bul in Airai to address these issues and keep Airai State safe for the holidays and beyond. Bul is by the traditional leaders, and with the government officials’ hand, they will deputize that power and put a stop to these issues mo diak a dengerengel (to ensure peace).”
According the Bul, movement is restricted in several key locations across Airai, including:
Ngereklur (including Marina and nearby areas)
Ngchesechang (schools, meeting halls, and public gathering spots)
Ngerusar (near the airport and docks)
Ngeruluobel (basketball courts and other recreational spaces)
Ked Center, Ked Baseball Field, and Ulecheng Dock
Exceptions are granted only for emergencies, movement to and fro for fishing and official business during restricted hours.
The Bul is a collaborative effort between Airai State’s traditional leaders, Airai State Rangers, and national police. Authorities emphasized that community cooperation is key to the success of this measure. Residents are urged to respect the restrictions, report suspicious activities, and support the efforts to restore order and safety.
With the holiday season underway, the Airai leadership reiterated their commitment to creating a safe and peaceful environment for all residents. The Bul is expected to curb disturbances, loitering, and other unlawful activities that have recently escalated.
Updates regarding the Bul will be communicated through public announcements and local media as the situation progresses.
