KOROR, Palau — Executive Order 489 has reinforced efforts to improve border security and streamline agency cooperation. Signed on October 15, 2024, this order strengthens the Coordinated Border Management (CBM) working group, building upon Executive Order 475 issued in September 2022. The CBM group aims to unify agencies such as transportation, customs, labor, and public health under a single framework to enhance the country’s border security and operational efficiency.
President Whipps emphasized the importance of collaboration among these key agencies, noting that effective border management extends beyond security to include trade facilitation and the smooth movement of goods and people. “Modern border management requires an integrated approach,” Whipps said. “We must bring everyone responsible for our borders together to work as a team.”
The CBM working group’s primary mission is to address the diverse challenges posed by border control, from public health safety to economic trade. By improving communication and cooperation, the group is expected to develop coordinated strategies that strengthen both security and trade operations at Palau’s borders.
Minister of Health and Human Services Gaafer Ucherbelau praised the CBM group’s efforts, commending customs officials for their diligence in inspecting incoming goods and luggage. “Customs really checks my luggage now, and that’s the standard we should be at,” he said, applauding the group’s commitment to enhanced security.
Director of the Bureau of Aviation, Peter Polloi, highlighted the critical support from the United Nations Development Programme (UNDP), which provided over $1 million for essential equipment and technical resources. “As we emerged from COVID-19 and reopened our borders, we recognized significant gaps in our infrastructure. Thanks to UNDP and the government’s efforts, we’ve made substantial progress,” Polloi explained.
The CBM working group is seen as vital not only for national security but also for fostering economic growth by facilitating trade. As global trade evolves, the need for nations to secure borders while maintaining efficiency has become increasingly crucial.
