October 19, 2016 (Koror) Attorney General charged Ping Li, chinese manager of Best Seafood Restaurant, and local fishermen, Junior Mobel, Rubeang Kukiut and Hesus Mikel a.k.a. Skilang Hesus for possession of groupers(Tiau) and juvenile napoleon wrasse (Ngimr).

According to Sergeant Ben Masters of Bureau of Maritime Security and Fish and Wildlife, they received a report of people selling illegal fish to Best Seafood Restaurant.
With assistance of Detective Sabino, they were able to get to the restaurant and apprehend Junior Mobel and Rubeang Kukiut with a cooler containing juvenile napoleon wrasse (ngimr) and groupers (Tiau). Mr. Ping Li admitted that he had bought the fish from the Mobel and Kukiut that morning.
Rubeang Kikuit admitted in a statement that the napoleon wrasse was caught by Skilang Hesus who went fishing with them earlier.
A bystander identified Mobel and Kukiut as two men who came into the restaurant with the cooler selling the fish.
Each man was charged with one count of Possession of Prohibited Groupers and one count of Possession of Juvenile Wrasse. The charges are misdemeanor charges carrying penalties of $250 for first conviction, not less than $500 for second conviction and 30 days in jail, and $1000 for third conviction and up to six months in jail.
