On July 22, 2021, the President of the Republic of Palau, Surangel Whipps Jr., and JICA Chief Representative, Ryutaro Kobayashi, signed the Record of Discussions for the Project for Capacity Development of ICU Using Telemedicine under COVID-19 Pandemic.

The tele-ICU project is designed to have remote trainings on medical care at ICU, advise engineers on maintenance of ICU equipment and provide tele-ICU technical advice by ICU specialized doctors from Japan to the medical professionals at Belau National Hospital, therefore, strengthen the medical capacity of intensive care services.  This project includes provision of the following items: 1) a prefabricated facility for the new ICU unit with 4 beds, 2) medical equipment, and 3) ICT equipment for the telemedicine ICU system. 

The project period is July 2021 to September 2022.
