The Chinese national, Liyan Chen, reported by the Bureau of Public Safety to have been missing since February 22, 2023, is allegedly wanted by the Interpol, according to information received by Island Times.  He was last seen in an orange shirt and black shorts in front of Hanpa Mart, across from West Office Supply.

According to the information on the alleged Interpol Red Notice, Mr. Chen is considered dangerous and violent and a flight risk.  The information also said that the last place he was in was Cambodia, and is wanted by the Chinese government for criminal prosecution.

Mr. Chen arrived in Palau in 2019 as an employee of Palau Voyages. His permit was revoked. He applied for a residence permit under employer Elias Camsek Chin, which is pending. In February 2022, he received his employment permit under Computer Programming, company owned by Camsek Chin.

Mr. Chen Liyan’s name is not one of those two hundred-plus names registered as an undesirable alien.

As of yesterday, February 27, there has been no new information on the whereabouts of Mr. Chen.

There has also been no new information provided on the status of another missing person, Joel Tulop, who was reported missing on February 16, 2023.
