Young Palauan entrepreneur Belechel Wilhelm has returned from the U.S. Department of State's International Visitor Leadership Program (IVLP) on Youth and Civic Education, bringing home valuable insights on youth empowerment, civic engagement, and democratic participation. Through visits across the United States, Wilhelm explored innovative approaches to leadership development, community engagement, and strengthening democratic institutions.

Koror, Palau – February 11, 2026 – Mr. Belechel Wilhelm, a young local entrepreneur, recently returned from the U.S. Department of State’s International Visitor Leadership Program (IVLP) on Youth and Civic Education, where he explored American strategies for youth engagement, civic participation, and democratic institution-building.

The multi-city program took Belechel to Washington, D.C., Atlanta, Montgomery, Reno, and Minneapolis, where he examined U.S. efforts to promote economic growth and stable democratic institutions through

youth outreach. The program featured meetings, site visits, and workshops exploring best practices in leadership development, small business innovation, civil society expansion, and grassroots engagement.

Throughout his journey, Belechel observed strategies for facilitating youth political participation, advocacy, and leveraging technology and social media for public outreach. He met with

nonprofit organizations, government officials, and community leaders working to empower young people and strengthen democratic participation.

“The program provided valuable exposure to American civic education, federal governance, and youth empowerment frameworks,” Belechel said. “My visit to the Eddy House highlighted the critical importance of support services for homeless and at-risk youth. In Minneapolis, I was particularly impressed by leadership models where young leaders collaborate across sectors to implement community change.”

Belechel plans to apply these insights to his work and community, adapting successful American models to the local context.

The IVLP is the U.S. Department of State’s premier professional exchange program, connecting emerging leaders from around the world with their American counterparts since 1940. More than 225,000 participants from over 200 countries have completed the program.
