PALAU – A bill introduced in Palau’s House of Delegates would require foreign researchers to obtain permits before conducting any research on land, at sea, or involving the country’s water and minerals.

House Bill 11-133-14S proposes a permit system for foreign entities or foundations wishing to conduct research in Palau. The bill cites the country’s sovereignty and authority over its resources as the reason for regulating research activities.

The permit would cover research conducted on land, at sea, involving water resources, or related to minerals. The Ministry of Agriculture, Fisheries, and Environment (MAFE) would be responsible for issuing and overseeing the permits if the bill is approved.

The bill does not specify any fees for the permits but grants MAFE the authority to establish rules and regulations concerning the permit process.

Past research activities conducted at sea in Palau highlight the potential need for regulation, according to the bill’s proponents.
