(Koror, Palau) — Palau has 90 job openings across various sectors. The government sector leads with 60 vacancies, while the private sector has 12 openings, and the semi-private and government sectors account for 18. This shortage of workers comes at a time when work is plentiful, but the labor force has been shrinking due to multiple factors.

One significant factor is the ongoing outmigration of families and individuals seeking better opportunities abroad. With the cost of living and inflation rising sharply in recent years, many workers have left Palau in search of more stable and higher-paying jobs elsewhere. This trend has left the local workforce depleted, and the economy struggling to recover from the impact of the COVID-19 pandemic.

Since COVID-19, Palau’s workforce has not fully rebounded. The pandemic led to a significant downturn in the economy, and although there has been some recovery, the labor market has not returned to pre-pandemic levels. The situation is compounded by the fact that inflation in Palau, historically low, surged in FY22 and FY23. According to the Palau Economic Review, inflation averaged 13.2 percent in FY22, driven by rising food and fuel prices, global supply shortages, and the war in Ukraine. Although global inflation began to ease in FY23, the introduction of the Palau Goods and Services Tax (PGST) caused a spike in local inflation, which remains high at 12.4 percent.

The PGST, part of a major tax reform initiative introduced in FY23, was instrumental in restoring fiscal balance and reducing the need for deficit financing. However, it also contributed to the increase in inflation, which has made it even more challenging for workers to make ends meet. As a result, many have opted to leave Palau for countries in search of better opportunities.

This exodus of workers has left the government and private sectors struggling to fill critical positions. The government sector, which traditionally offers more stable employment, is particularly hard-hit, with 60 unfilled positions. The private sector, while smaller in terms of job openings, is also facing difficulties in attracting and retaining talent.

The existing job vacancies offers a potential source of relief. Filling these positions could help address the support the of the local economy and improve essential services.

The need to assess these issues are crucial due to reoccurrences of job vacancies that have been put out repeatedly. Addressing the root causes of the labor shortage plays a crucial role in sustaining the country’s economic recovery and meeting the needs of the community.
