The government of Palau and the Pacific Islands Forum (PIF) signed a Memorandum of Understanding (MOU) on Jan. 17, 2025, to officially establish the Office of the Pacific Ocean Commissioner (OPOC) in Palau.
The signing ceremony took place in Koror, shortly after the inauguration of Palau’s President Surangel Whipps Jr.
The creation of OPOC was approved by PIF Leaders at the 2023 Special Leaders Retreat in Nadi, Fiji.
Dr. Filimon Manoni, appointed as the Pacific Ocean Commissioner, called the agreement a significant step in advancing the Blue Pacific Continent’s efforts on regional and global oceanic issues.
During the signing, President Whipps and PIF Secretary General Baron Waqa emphasized their commitment to ensuring a smooth transition of OPOC from Suva, Fiji, to Palau.
Palau’s Ministry of State noted that the partnership will enhance regional cooperation and help implement sustainable ocean management strategies aligned with the Blue Pacific vision.
