July 18, 2017 (Koror, Palau) Former Speaker Masao Sabo Esbei requested the Office of Special Prosecutor and Office of Public Auditor to investigate alleged misconducts by Ngardmau Vice Speaker Willard Kumangai.

In his letter Mr. Masao Esbei claims that misconduct include using government properties for personal use, using government procurement process to procure personal items, damaging government property, illegal alteration of State budget for personal gain and others.
The letter was provided copy to State and national leadership including Ethic Commission.
In his letter, Mr. Esbei claimed that his ouster from the Speakership of Ngardmau State was caused by him raising these complaints publicly. [/restrict]
