On November 18, 2025 — The Bureau of Customs and Border Protection (BCBP), in partnership with the Oceania Customs Organization (OCO), is honored to host a Study Visit for the Guam Delegation from November 18–21, 2025. The visit aims to strengthen regional cooperation and advance border modernization through digital transformation, with a focus on Palau’s successful implementation of the ASYCUDA System.
This peer-to-peer learning initiative supports OCO’s Small Member Administrations by giving Guam Customs and its stakeholders the opportunity to observe Palau’s digital customs environment firsthand. Participants will see how ASYCUDA improves efficiency, transparency, and border security. A total of 12 participants are taking part in the program, including two representatives from the OCO Secretariat and a 10-member delegation from Guam comprised of a Senator, five Guam Customs Officers, a Tax Administrator, a Senior Planner, a Senior Policy Advisor, and a Systems Programmer.
The Study Visit provides practical insight into how automated customs procedures can enhance safety and security, how strategic frameworks and governance models support successful digitalization, and how digital platforms like ASYCUDA improve border operations. Participants will also observe live demonstrations of the system and engage in discussions that foster cooperation and continued knowledge exchange between Guam and Palau.
This is the third Study Visit hosted by Palau Customs, following engagements with the Federated States of Micronesia (FSM) and the Republic of the Marshall Islands (RMI). These ongoing collaborations reflect Palau’s commitment to supporting fellow Small Island States in developing modern, efficient, and resilient border systems.
Through ASYCUDA, Palau has transitioned from manual, paper-based operations to a fully digital platform for customs declarations, cargo manifests, payments, and clearances. This transformation has strengthened compliance, enhanced transparency, and improved the overall efficiency of border operations.
Palau Customs remains committed to its partnership with OCO and its member administrations. As Pacific Island nations continue to face shared challenges in border management, collaboration and shared learning remain essential. Palau looks forward to continued engagement and cooperation to advance digital transformation and border security across the region.
